Quick answer

McGill (30th), Toronto (32nd) and UBC (45th) lead Canada in the QS World University Rankings 2027. International undergraduate tuition at these universities is roughly CAD 39,000–75,000 a year in 2026–27, and for the study permit you must show first-year tuition plus CAD 23,448 in living funds (from 1 September 2026). Master’s and doctoral students no longer need a Provincial Attestation Letter; most undergraduates still do. You can work 24 hours a week off campus during term and get a Post-Graduation Work Permit of up to 3 years.

Canada’s top universities at a glance

Canada pairs world-ranked universities with up to three years of work rights after graduation. But tuition for international students is high and study permit rules changed several times in 2024–2026, so plan with current numbers.

Cheaper than it looks? McGill and the University of Alberta guarantee or fix tuition for new international undergraduates for the length of the degree, which makes four-year budgets easier to plan.

How the study permit rules changed (2024–2026)

Most outdated advice online comes from before these changes. This is the order they happened in.

  1. November 2024Off-campus work during term rose to 24 hours a week. New PGWP rules started: CLB 7 English for university graduates and a field-of-study list for college programmes.
  2. January 2025Open work permits for spouses were limited to partners of students in master’s programmes of 16 months or longer, PhDs and some professional degrees.
  3. January 2026Master’s and doctoral students no longer need a Provincial Attestation Letter (PAL). Most undergraduate and college applicants still do.
  4. 2026The national cap is 408,000 study permits for the year.
  5. 1 September 2026Living funds rose to CAD 23,448 for a single student (outside Québec), plus CAD 5,744 for a first family member.

What Canadian universities expect

  • Strong HSC (or A Level) results, with the subjects your programme needs, such as maths and physics for engineering
  • Competitive programmes at Toronto, UBC, McGill and Waterloo expect top grades and may ask for a personal profile or supplementary application
  • A Provincial Attestation Letter (PAL) for your study permit, issued through your university
  • A relevant 4-year bachelor’s degree, typically CGPA 3.0 out of 4.0 or above
  • Statement of purpose, two or three references and a CV; research master’s need a supervisor’s support
  • No PAL needed since January 2026
  • Most top universities ask for IELTS Academic 6.5 overall with no band below 6.0; some programmes ask for 7.0
  • TOEFL iBT, Duolingo and CAEL are also widely accepted; check each programme
  • Québec universities such as McGill also need a CAQ from the Québec government before the study permit

Your application path

Tap each step as you finish it.

  4. Get your PAL (undergraduate) or CAQ (Québec)Your university or the Québec government issues it.
  5. Prepare your fundsFirst-year tuition plus CAD 23,448, often shown through a GIC and a bank statement.

Working during and after your degree

💼 While you study

  • Up to 24 hours a week off campus during term
  • Full time during scheduled breaks such as summer
  • Co-op placements built into your programme no longer need a separate work permit if they are 50% or less of the programme

🎓 After you graduate (PGWP)

  • Length usually matches your programme, up to 3 years; a master’s of 8 months or more can get the full 3 years
  • University graduates need CLB 7 English (for example IELTS General)
  • Bachelor’s, master’s and PhD graduates are exempt from the field-of-study list
  • You can receive a PGWP only once
Do not plan to pay tuition from part-time work. At 24 hours a week, most students earn enough to help with living costs, not CAD 50,000+ of fees.
